  18. <p>     The radar-balloon perimeter that the U.S. Customs Service
  19. has been trying to raise along the Mexican border to detect
  20. drug smuggling is not flying high. Last December one of the
  21. Texas-based gas bags broke loose from its tether near Eagle
  22. Pass and began drifting south, alarming federal officials with
  23. the prospect of an international incident with Mexico. A shift
  24. in the wind pushed the device back into Texas, where it was
  25. deflated by remote control. In April a balloon at Marfa, Texas,
  26. was buffeted on the ground by winds and self-destructed.
  27. Another balloon that was due to be installed at Rio Grande City,
  28. Texas, has not yet been floated. That leaves just three aloft.
  29. But even when these helium-inflated giants are trouble-free,
  30. on-line agents question their effectiveness. They cannot be
  31. flown in bad weather, and the drug activity they pinpoint is
  32. often in remote terrain that undermanned law-enforcement
  33. agencies must spend hours to reach. When they get there, the
  34. dopers are long gone.
